Good morning!
Per NC-RETS Operating Procedures, "Any fractional MWh will be rolled forward until sufficient generation is accumulated for the creation of a Certificate".
You can see how much fractional generation is rolled over, for each upload, by accessing the My Generation Activity Log (located in your Account Holder Reports module).
