Annual attestations are due by April 1st.
If the Account Holder has not completed the attestation by April 15, NC-RETS will notify the Commission which will consider whether to revoke the Renewable Energy Facility’s registration.
To Complete the Annual Project Attestation in NC-RETS, the Account Holder takes the following steps:
1. Please go to the NC-RETS website and log on to your account
2. Access the Annual Attestations report, which is located in your “Account Holder Reports” module
3. Ensure the “Pending” tab is selected and then click the Fill out the Attestation Form hyperlink for each project listed
4. The NCUC will be notified when you have completed the updates for your project(s).
Background on Annual Update of Renewable Energy Facility Registration:
- Per the Commission’s rules, Renewable Energy Facilities must annually provide attestations in order to continue to earn Certificates eligible for compliance with the Portfolio Standard.

Annual attestations are due by April 1st.
- The Account Holder will be asked to certify that the Renewable Energy Facility remains in substantial compliance with laws for protecting the environment, that the facility continues to be operated as a Renewable Energy Facility, that Certificates from the facility are not being remarketed and that the Account Holder agrees to the auditing of its books by the Public Staff and the Commission. The facility owner certifies on-line regarding these four statements and provides their name, title, company and phone number.
NC-RETS Notifications and Reminders:
- Each March 1st, March 20th, April 1st, and April 15th NC-RETS will send an automated notification reminder to Account Holders that have Projects assigned to them. These notifications will remind the Account Holder of the need to complete the on-line attestation form.
- After April 1, the Account Holder will be forced to complete the attestation in order to continue using NC-RETS.
- If the Account Holder has not completed the attestation by April 15, NC-RETS will notify the Commission which will consider whether to revoke the Renewable Energy Facility’s registration.
